How I solve it
I build the return path from money back to the ad account. I capture the identity of the click and carry it through the whole funnel — form, booking, payment — then send the real outcome to Google Ads as an offline conversion, matched on click id and hashed contact details. The upload runs on a schedule, not on a person’s memory. Bidding then has paying customers to learn from, not free consultations.
The process
6 steps. Scope and a fixed price are agreed before the first one.
Read the current setup: container, conversion actions, form and call flow, and where the paying step actually happens.
Define a value for each stage, so a paid subscription counts for more to the bidder than a form fill.
Capture click identity at every on-site step and keep it in first-party storage.
Build the offline upload from the payment source on a schedule, with hashed contact details and click-id matching.
Run a small test end to end and check each conversion lands on the right campaign and ad group.
Hand over a short document so your team can read and run the path without me.

If you run a health practice, this stays within the ad platforms’ policies, not around them, and you should have your counsel review what patient data may be sent. Yes. The upload can carry hashed contact details and a click id, and nothing else. What may leave your systems is your counsel's decision — not legal advice from me.
The path can be live in days. Learning takes longer and needs enough paid conversions to work with. A handful a month is usually too few for the bidder to move.
No. The offline path is added next to what you have. If the reporting itself is the problem, that is a separate job.
Then we define what a qualified deal means and report that instead. A lead that never becomes revenue is a weak signal to bid on.
