The symptom

Symptom report

The store has orders, but Google Ads has zero purchases or a warning beside its conversion goal. I start with that action’s source and detailed diagnostic. Changing the tag before reading them can create a second fault.

The short version

Direct answer

For Google Ads conversion tracking not working, I separate three questions: did the purchase reach the configured action, could Ads attribute it, and is the campaign reporting or bidding on that action? A passing test for the first does not settle the other two.

Google’s conversion-status troubleshooter lists newer overview labels. Its Tag Assistant instructions still refer to Unverified and Tag inactive. Your screen can use either vocabulary.

Where to look

Causes, ranked

Causes, ranked5 causes

  1. The tag is unverified or no longer seen

Test the published purchase path with the action’s own troubleshooting flow.
  2. There are no recent attributed purchases

Check ad traffic and the actual conversion step before reinstalling the tag.
  3. The action is received but excluded from the column being read

Compare Conversions with All conversions and inspect the campaign’s selected goal.
  4. A GA4 import is missing or points at the wrong property

Verify the property link, key event and imported action separately.
  5. Shopify tracking uses an unsupported Google-tag installation

Google recommends the Google & YouTube app and says Google tags inside Shopify custom pixels are unsupported. I inventory that setup before proposing a migration.

6 steps

How to diagnose it

Work through them in this order.

  1. Open the action. Go to Goals > Conversions > Summary. Record its source, exact status and the issue shown under View details. For “Google Ads conversion goal misconfigured”, check whether the warning belongs to the action or the bid strategy. These are different screens with different remedies.
  2. Follow its source. For a website action, compare the destination and conversion label in the published configuration. For a GA4 import, confirm the linked property, purchase key event and the action created from it. I would not add a separate website tag merely to repair a missing import.
  3. Run the verification. If Troubleshoot is offered beside the action, open it, connect from the landing page, complete a real checkout and finish the session. Save the result in Google Ads. Google documents that successful verification can leave the action showing No recent conversions; this is not a failed test.
  4. Read the right column. Segment reporting by conversion action. Inspect All conversions as well as Conversions. Primary actions contribute to Conversions when their standard goal is used for bidding. Secondary actions normally appear in All conversions; a custom goal is an exception for bidding. Confirm the intended purchase action is selected before changing its optimization setting.
  5. Check attribution and timing. Verify the ad landing URL and redirects preserve the click identifier. For imported GA4 events, allow Google’s documented processing time and do not expect pre-import history. A direct test order verifies collection; it cannot by itself prove an attributed campaign sale.
  6. Retest the failing Shopify route. Use the actual external-payment or express route if that is where orders vanish. If tags run inside a custom pixel, a missing Tag Assistant view is inconclusive. Google’s documented sandbox limitations include verification, cross-domain measurement and Preview mode. Compare Shopify’s upstream event before deciding what to rebuild.

Signal and fix

Decision table

Status shownMeaning documented by GoogleWhat I check or fix
UnverifiedGoogle has not verified the website tagRun the action’s Troubleshoot flow through a completed checkout; check the published destination and trigger
Inactive / Tag inactiveFor the legacy website-tag label, the tag is no longer seen and no conversions were recorded in the last seven daysRead last-seen details; check whether the tag was removed or the checkout changed
No recent conversionsThe tag has been seen, but no conversions were recorded in the last seven daysCheck eligible ad traffic and the conversion step; do not reinstall a tag just for inactivity
Needs attentionThere are issues, but recording has not stopped entirelyOpen the exact issue and repair it; repeat the same test
MisconfiguredThe overview describes recording stopped by a setup error or broken tagOpen details and repair that error; a bid-strategy warning needs its own goal check
Awaiting conversionsThe newer overview reports no conversions in the last seven daysCheck whether the action is new, campaigns paused or traffic low

Legacy meanings are also recorded in Google’s tracking-status reference. The table combines documented labels, not a promise that every account displays all of them.

A note from Daniilbefore you decide

Should you fix it yourself or bring in help?

You can read the status, confirm the source and run a verification. I would bring in help if the test passes but real eligible purchases remain absent, or if a previous fix created several competing purchase actions. I would want the exact warning, the action’s source and one checkout timeline.

One clear problem, fixed.

I fix the specific Google Ads purchase-tracking fault on your Shopify store.

I complete a real test order and show the configured action's verification result in Google Ads. I check attributed reporting separately when an eligible ad interaction exists.

When several systems disagree, or a cheaper fix already failed.

I match every Shopify order against what GA4, Meta and Google Ads recorded, wherever order-level data is available. I separate attributed and modelled totals that cannot be matched to individual orders.

I prove the cause in your own data, rebuild the broken tracking, and add a daily check so it does not silently break again.

Questions

Questions this symptom raises

Why does Google Ads say conversion tracking setup is incomplete?

I open the action's details and record the missing setup step. I check whether it uses a website tag or a GA4 import before testing. The banner alone is not a diagnosis of the checkout.

Why are GA4 conversions not showing in Google Ads?

Check the linked property, purchase key event and imported action. Linking alone does not import every purchase. Google documents up to 24 hours before imported data becomes available and excludes history from before the import.

Does a test order have to come from a Google ad?

A direct checkout can test the tag and verify the action through Google's troubleshooting flow. An attributed campaign conversion also requires an eligible ad interaction. I keep those two pieces of evidence separate.

What does Google Ads conversions detected issues mean?

Open View details or View all issues for that action. I fix the specific diagnostic, then repeat the purchase test. I do not replace a working purchase tag solely because an overview shows a warning.
