Will fixing tracking increase conversion?
It can make the measurement usable. It does not establish that the page sells better. That needs an experiment with an agreed outcome and enough evidence.
Should every experiment event become an ad conversion?
No. I separate experiment diagnostics from the business outcomes you choose for bidding, and document which destinations need each event.
